Using up-to-date W3C CSS design standards compatible with 99% of the browsers out there, I separate structure from content.

Standard XHTML, JavaScript and CSS have more than enough tools to provide mouseover effects, dynamic menus, form controls and other interactive feedback to make your site interesting.
